Program "Monitoring the Beijing platform for action and Convention on the elimination of all forms of discrimination against women"

The country should measure the achievements of the country towards ensuring gender equality and empowering women on the basis of international standards developed for this development goal and conceptual approaches adopted by the international community, the most important of which are: the modern concept of human rights, the concept of gender equality, the concept of human development potential. All three concepts are closely interconnected and oriented towards men and women. Each of these concepts involves taking into account the gender component of social development, the gender orientation of state acts, programs, and decisions.

UN Convention on the elimination of all forms of discrimination against women obliges the signatory states:

  • Incorporate the principle of equality between men and women in constitutions and other legislation and work towards its practical implementation
  • if necessary, use special sanctions prohibiting discrimination against women
  • take action to change laws that appear to discriminate against women, as well as customs and practices
  • ensure the equal right of men and women to enjoy all economic, social, cultural, civil and political rights.

Goal of the program:

  • Review and assessment of the commitments undertaken by the government of the Kyrgyz Republic to implement the UN Convention on the Elimination of All Forms of Discrimination against Women, the Beijing Declaration and Platform for Action
  • Assess progress towards these commitments

How does program work?

  • Joint expert evaluation of national legislation, administrative regulations, procedures and practices
  • Public women’s organizations and women’s groups are united in a one network within the framework of the program
  • Within the framework of the program, public women’s organizations and women’s groups increase their capacity for monitoring
  • Joint collection of information, meetings, interviews, focus groups and monitoring surveys
  • Joint lobbying of power structures in order to fulfill the obligations undertaken by the Government to implement international documents to achieve gender equality.
  • Conducting a review and assessment of the situation of women in the areas of the Platform identifying the situation with the implementation of the Beijing Platform for Action in the context of the SDGs
  • Development of recommendations on further priorities and strategies for both government agencies and public organizations
